Looks somewhat like Tim Law on the left but not a very good image of the face. The tattoo looks familiar but can't place it. No idea who the guy on the right is (so probably guy on the left is not Tim Law as i think I would recognise most of his 'partners'). -

Yup, that's him. Tim Law is his Staxus name. Don't think he has made anything new for a while now. Could be NextDoor, It doesn't look like a typical Staxus scene. -
